To-do app

Add a to-do app, where the admin could add new to-do tasks regarding the section, and members could volunteer to do it. Every task could be done by 1 or more people (chosen when the task is being created).
It would be possible to see done tasks and all the info about them (when it was added, description, who did them, when it was done), see taks that are in process of doing (who is assigned) and tasks that didn't begin yet (see who already volunteered).
When a new task is added, when it begins or when it is done, it should send mail to the mailing list to notify the general public.
