Docs entry for TRANSITION values a bit off: INITIAL will be seen on unloaded(?) entries in TARGETS

The docs state that the ORBIT:TRANSITION value of "INITIAL" will never be seen, but it will be seen if the orbit is not of the active vessel or the target of the active vessel. I assume that if the craft is loaded it will also not be "INITIAL". Am guessing that being loaded or not is the key here
