The "SAS and lock steering conflict" message persists if kOS part staged away.

The PR #2780 added the feature of a blinking message warning the user if they have SAS and LOCK STEERING on at the same time. There's a mechanism to make this message blink on and off with an internal timer.

BUT, that message persists and won't go away if you have a craft where the kOS CPU part was locking the steering from a 'branch' stage and you disconnect that stage from the main ship. Even though the lock steering in that kOS CPU part no longer affects the ship, since it's no longer the same vessel, the message still thinks your SAS is "conflicting" with that now-defunct lock steering.

It does eventually go away when the staged part blows up or leaves the "bubble" so the kOS CPU despawns.
