Magnetometry Satellite mission eccentricity criterion broken?

Per https://en.wikipedia.org/wiki/Orbital_eccentricity#Calculation with a periapsis at 3.1Mm and apoapsis at 53Mm the eccentricity of this orbit should be 0.89, well above 0.75. Yet the corresponding mission criterion doesn't trigger.

Never mind, Principia orbit analysis actual shows eccentricity and it's lower. I guess the problem is apoapsis and periapsis are from Earth surface ...
