Version file missing

Version 1.2.0.0 and earlier had a version file, 1.4.3.0 and later don't.
- https://github.com/KSP-RO/RSSTimeFormatter/releases/download/1.2.0.0/RSSDateTime-1.2.0.0.zip
- https://github.com/KSP-RO/RSSTimeFormatter/releases/download/1.4.3.0/RSSTimeFormatter_1.4.3.0.zip
This has led this mod to be marked as compatible with all versions since that point in CKAN. I assume this was just a packaging hiccup.
I can go back and clean up the historical versions, but going forward the inclusion of a version file would help to avoid this problem.

The last two releases have version files.

- https://github.com/KSP-RO/RSSTimeFormatter/releases/tag/v1.10.1.0
1.6.1.0 will need fixing on the CKAN side.
