Option to disable VAB custom category

I've removed the default TAC-LS parts as I'm using Universal Storage, but the custom category remains. An option to remove this would be nice.

There is now a Setting in the TAC LS window at the Space Center that allows you to turn on/off the editor custom category/filter. (v0.12.4)
