A workaround is to edit
/usr/share/icons/default/index.theme

hello @KaizIqbal i miss-read your question, so i removed my previous comment, sorry!
/usr/share/icons/default/index.theme was
[Icon Theme]
Inherits=Adwaita
edited to
[Icon Theme]
Inherits=Bibata_Ice
