MICRO STUTTER MAJOR PROBLEM

every time i play the game i see when i go in and out of cutscenes there is a noticeable micro stutter that skips 4 or 5 frames every second, its very annoying and all i wanna do is just have fun with the game and its story, if theres a way to fix this horrendous problem please let me know so i can play this game again happily knowing nothing will go amiss

nevermind it turns out i shouldnt use reshade
