SKIM64.exe - Bad Image Error Status 0x000012f - SKIM/TSfix won't work

I can't seem to make TSfix or SKIM work on my computer. For reference, I'm using Windows 10.
the problem is that I guess I need Special K to launch with Mods and for whatever reason installing either special K or TSfix via SKIM gives me an error.
"SKIM64.exe - Bad Image
D:\SteamLibrary\steamapps\common\Tales of Symphonia\d3d9.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation mediaor contactyour system administrator or the software vendor for support.
Error Status 0x000012f."
I've managed to manually install TSfix but that sometimes does or does not work. I don't know weather to use the 10.5 or 10.6 version and enabling stuff in the .dll doesn't seem to always work.
I can't find any other information on this and i'm at a loss on what to do.
I am also experiencing this issue when using SKIM.
If you open the dll file you'll see 404 not found. This is caused by the fact that the repository which housed that file no longer exists (was deleted by Github apparently). You can use a newer version of SKIM from one of his other repositories.
If that doesn't work you can always copy the files from https://github.com/Kaldaien/TSF/releases/download/tsfix_0105/tsfix.7z into your game folder manually. From then you should be able to run SKIM against the game.
