Can you please explain why the y ( observation ) is 4 ?

As paper explain , the x = ( p, v) in 1 dimension X or Y so that in XY we have m = 4 .
But observation y (R) in 1 demension . So that in XY n should b 2 . Is it correct ?
Please more detail.
