Certain features are not disabled despite my disabling them

Basically, some features I disabled become actually disabled, while other features are not. I can disable buff list, right list, left list, and the laser override no problem, but things like the federal weapons thing, floating damage and health bars, etc. do not become disabled, even after restarts and map changes.
