In FedAuthz Sec 3.2 and Sec 6, @jricher suggests:

"errors are ill-defined. Are they json objects? it doesn't say"

This is not technically editorial, but it might as well be. UMA1 did say that these are JSON, and we just have to put back the wording (probably in more rigorous form).
