Incorrect Location value for resource creation response

In FedAuthz section 3.2.1, the create request is addressed to the /rreg endpoint, but the Location header in the response is /rs/KX31-39WE. According to the URIs defined in 3.2, this should be /rreg/KX31-39WE.
