Load the Apple API docset, select Constructors, and search for init(. A great number of results appear.

Append with. The results narrow down to inits with init( in the signature, but init(with:, specifically, does not appear.

Scroll the master list down. init(with: had been hidden by an additional, empty, toolbar below the search bar. The scroll view snaps back before you can select it.

I sympathize with the uncertainty in correcting beta OS bugs, but at least I can give you something to track. I've also reported it with the Apple Beta Feedback app.
