XIVCombo and PVP Combos Don't Update Icons

When using the XIVCombo plugin or in PVP mode, the Stream Deck does not track icon changes caused by combo progression.

Caused by HotbarWatcher only checking if CommandId of hotbar slots change; without respect to icon ID or other updates. PVP skills are their own Action IDs that are consistent, and XIVCombo does not update command IDs.
