To Reproduce
Steps to reproduce the behavior:
have date in an excel
convert to excel using vbs
date format changes
Expected behavior
data should remain consistent

- Office: Microsoft office professional plus 2016

if done manually, data remains consistent

Figured out the solution:
Local

Value true- save files with Excel language settings (including Control Panel settings). Value false(default) - Save files with VBA language settings.
