i download this project as zip, then add zip to blender plugin ,but noting happend

This repository is the definition of the glTF file format, and is not a Blender plugin. Perhaps you're looking for https://github.com/KhronosGroup/glTF-Blender-IO ? Also note that it is pre-installed in Blender versions 3.0+.
