Change flare and chaff dials to rotaries

Problem:

If your slot is configured to start with 0 flares/chaff, or you expended all countermeasures, you'd have to right click the dial/button 30/60 times after rearming.

Solution:
Change the dials/buttons to rotaries, that way, you can either use your mousewheel or click & drag the mouse to change the flare/chaff count.
