Improper handling of `.pw.toml` files when refreshing

The Issue

Currently .pw.toml files are treated just like .toml files were treated in the packwiz format v1.0.0: only files in the mods directory are automatically detected as meta-files.

Expected Behavior

I believe that in the packwiz v1.1.0 specification, all files ending in .pw.toml should be detected as meta-files, regardless of location.
