Add annotations in HPA

Can we add the annotations configuration in the values file in the HPA (https://github.com/Kong/charts/blob/main/charts/kong/templates/hpa.yaml) like we have for the deployments here (https://github.com/Kong/charts/blob/main/charts/kong/templates/deployment.yaml#L16)
