Installation issue: The requested URL returned error: 400

I'm following the steps:

brew tap kong/kong

brew install kong

And installations failed with errors:

Okay, it seems like a network issue. I'm receiving this error from Kyiv, Ukraine. When I tried to use VPN (Frankfurt) it works fine.
