PCRE development headers are installed so binary part got built:
INFO:kolla.common.utils.horizon: Created wheel for pyScss: filename=pyScss-1.3.7-cp27-cp27mu-linux_x86_64.whl size=161825 sha256=9ff971dcab3bbeeee96e1814c6cf364e997fc6e7b4aa5136a20027baa745d4a3
Without headers wheel has only Python code so is 'none' instead of 'linux_x86_64'.
