Integrate Emission Calculation in BEAM in similar fashion to Energy Calculation.

BEAM would read file generated from #3836 and calculate emission for each vehicle during its movement. Emission will be aggregated at link level in Linkstats and zone level in skims. Emission should also be featured in events file like energy consumption.
