Determine environment configuration during non-work cycle

We intend on continuing to do dependency updates during non-work cycle, so will at least need stage and development. Also, partners will probably want to use stage for training.

With regards to dev, possibly:

• Continue to run stage, reducing costs with reserved instances and/or downsizing existing resources.
• Shutdown dev, with documented processes for spinning back up.

Note that for most Sinopia repos, CircleCI is configured to push to dev environment, so this will need to be taken into account.

Note also that previous attempts to shutdown environments have had unintended consequences.

Current plan is to continue to run all 3 environments. Ops will consider reserved instances.
