Update CI test pipelines for RAJA and RAJA Perf

LC GitLab

  • Remove Intel 19
  • Update to Intel 2023
  • Update SYCL compiler for corona to ROCm 6.1.2
  • Add clang-cuda pipeline on lassen
  • Add OpenMP target job
  • Remove CUDA 10 job (blueos system default is now 11.2.0)
  • others?

Cloud testing (Azure, GH Actions)

  • Update Dockerfile to use new RADIUSS images.
  • Need to find a viable CUDA image (CUDA 12)
  • Should update HIP image to ROCm 6 (issues building image)
