Review and update/expand RAJA User Guide and Developer Guide

  • Update User Guide as needed to be current and correct
    - [ ] Do we want to stress passing resource to kernel execution methods?
  • Start building "cookbook" sections in User Guide
  • Updat Dev Guide as needed to be current and correct, esp. CI sections
