Addition to Translator-admin page

If a user decides to remove the Main Site project from her selections, the page
should let us know to remove the person from that project. This likely calls
for another output section for that page

In other words, we need the translators.admin page to not just show what needs
to be added to member's accounts, but also what needs to be removed because it
is not selected in their settings. :)

In addition, I'm seeing a need to be made aware of non-translatable'
combinations are selected, so I know who to contact to get them cleared up.
Right now, there is at least one perfect example in there. Look up the
username 4ndy and you'll find that he selected two translation projects, but he
only selected (and only understands) English.I can only find these by manually
looking through the users.prefs database, but that will not be convenient when
we migrate to P2.

I've created the pootle2-user-preferences.html in order to show like
users.prefs for Pootle2
Also the translators method that worked for P1 have been ported to P2, ready to
activate when we migrate to P2.

When you mean, non-translatable' combinations are selected: is that the filter
6 we created?

Filter 6 seems like a perfect starting point, but I won't know until we've
tried using only that.

Section of '100% translated projects' developed.
It works for Pootle2 (4 lines) and for Pootle1(42 lines, LOL).
Section added at the bottom of translators.admin.html , with links to the
Language statistics and the project-lang statistics.
There is a bug-line showing "tzm_newsletter: Bulgarian" (without subproject
folder) that seems unupdated from statistics of pootle1, we can discuss that by
Skype.
