The package publishes in the resources dir, but Laravel 9 defaults to lang

Bug report

Laravel 9 has changed the location for the lang directory. Packages are encouraged to use app()->langPath() to determine where to publish localizations.

What I did:

I published the package localizations.

What I expected to happen:

I expected them to be used and everything to work as usual.

What happened:

They were used, but the default language files in lang were ignored.

That happens because Laravel 9 checks whether there is a lang directory in the resources dir. If so, it ignores its own localization files and uses the ones in resources.

What I've already tried to fix it:

Corrected the path this packages publishes to.

Backpack, Laravel, PHP, DB version:

Backpack 5.0
Laravel 9.6.0
PHP 8.1.3
MySQL 5.3.7
