Cannot run php artisan larastarters:install

HI after I install the dependency and tried php artisan larastarters:install i got this message

root@Vince:/home/vince/test# php artisan larastarters:install

  Which Laravel starter kit you want to use? [Laravel Breeze (Tailwind)]

   Error

  Call to undefined function Termwind\ValueObjects\mb_strimwidth()

I am using laravel 10, php8.2 and wsl2 on windows. Thanks

the issue is not related on the library. it was more on the php extensions
