Feature: Improve deployment process

User story
As a developer of this repo, I should be able to clone the repo and deploy to anvil or devnet with a minimum effort and by just following basic commands

Actions

• add an improved script that can deploy from scratch or upgrade an existing "from scratch" deployment
• document deployment process in README.md

Acceptance criteria

• Documented script runs for all environments (may be part of a future change)
• Documented script runs and upgrades for devnet and local versions
