custom skins wont load

i dont know why custom skins wont load to my game i tried to unistall and reinstall cs lol manger and league but nothing worked

and troubleshoot tool says everything is fine
and when i lunch the game the cs lol manger dont give me an error

i found a fix just run cs manger as administartor

it didn't work. the game kept crashing without any error messages.
