Use `info` flag in source to designate master as neutral.

If a master has an info flag set then assume this one is intended to be the neutral. So, check first. If no info flags are set, use the current method for suggesting one.
Note: potentially this could give different results for some systems.

Maybe you can warn if the two differ and ask people to report an issue. Then after a while we can remove that.
