Cultures not being applied correctly

Playing 1.5.1 on the Gamepass version with the GH version manually installed, and for some reason all the cultures are blank on the Character select screen, and once your in game everyone is Iraqi.
No other Mods installed and have done a reinstall created a new folder and a .mod file twice and still getting the same issue.
