Configurable logs channel

In busier servers it can be hard to keep track of the logs channel. Some events are more important than others but they all need to be tracked.

Some events may need to be posted to multiple log channels, in the event that the channels serve different purposes.

When configuring a logs channel, allow a user to tell the bot which types of log messages should be posted to the given channel.
