Bagger info panel unordered after saving

When saving a new bag that is using a profile template that preserves ordering, then the bag is saved the ordering changes.
To recreate:
- create new bag
- select profile that should be ordered
- add file to payload so the bag can be saved
- save bag to some location
- notice the order of the key value pairs in the bag info panel has changed.
