Review contributions do not appear on user profile until user contributes a transcription

What behavior did you observe? Please describe the bug
Review contributions are not appearing on their profile page when a user has not previously contributed transcriptions to a campaign. Missing reviews have been reported by several volunteers.

Using a test account, I reviewed a few things in TR and Copyright. The account had not previously contributed anything to these campaigns. Despite the reviews, these campaigns/actions did not show up in the My Contributions table. I then transcribed pages in these campaigns and refreshed and both my reviews AND the missing transcriptions appeared.

How can we reproduce the bug?
Steps to reproduce the behavior:

  1. Log in
  2. Go to a campaign your account has not previously contributed to
  3. Save and accept a transcription
  4. Go to profile page
  5. See that the campaign is not listed under "My Contributions"
  6. Go to the same campaign
  7. Save and submit a test transcription
  8. Go to profile page
  9. See both the transcription and review listed in the "My Contributions" table.
  10. Filter the "pages worked on" list using the campaign name
  11. See both pages listed

What is the expected behavior?
When a user Accepts a review as completed, it should immediately appear in the "My Contributions" table on their profile page.

Additional context
Note: the contributions should be at the top of the "pages worked on" list whether or not the table is filtered. However, this list currently has a bug which causes it to show incorrect data unless filtered. See #1556
