LIP 0041: getAuthAccount endpoint specification differs from implementation

Current Specifications
LIP 0041 states that the endpoint getAuthAccount is identical to the method which takes a 20 byte address as input. The implementation of the endpoint, however, takes a Lisk32 address as input.
Proposed Specifications
Remove the specification of the endpoint getAuthAccount from LIP 0041. Then the implementation follows this statement regarding trivial endpoints.
