LocaleApp Push broken

I get this error when I try to push a file to localeapp:

bundle exec localeapp push config/locales/views/petitions/en.yml
error: uninitialized constant Rails

Any ideas for what the problem might be or how to get a more useful stack trace?

This error was in our code, we were using the Rails constant in the initializer.
