See e.g. this test run. We fixed something similar in the Privacy module here (which, BTW, resurfaces in this run).

Here's a run where the failure dump can be inspected too: https://github.com/Lombiq/Open-Source-Orchard-Core-Extensions/actions/runs/3851333223 From the screenshots and MHTML we can see that the code section is there, opened, and visible (though this shouldn't matter). So, it should just work.
