Add default handler, example and docs for the Content Sets feature (OSOE-680)

I was reminded of this feature while working on something else (SPAL-40) today. For context, Content Sets adds a named part which works like a generalized version of content localization so you can add variants of a content item based on arbitrary criteria. It's currently not documented at all so it's not very accessible.
