Los Angeles does not recognize marble near the city and does not allow construction of stone works. The resource is in the city's tile.

Are you sure you didn't claim the tile from another city?

@azum4roll Now that you mention it, I remembered that I enabled four city rings. Los Angeles was created on the fourth ring of Chicago which probably already had stone works.
