If possible, could there be an option to disable the portal generation, so that custom generation (like in other dimensions) can be done?

Sure thing.
Note that you can't spawn a stargate block by block, it HAS to be done with the item.
In fact, there's code in the mod API so that other mods can spawn stargates in the world.
