Close foding with an empty line

This is very useful for log files. The idea is to close folding on an empty line or two consecutive empty lines. It should allow to define an empty line as a) only new line character on the line b) new line can be preceded by any number of white spaces.

This is a good candidate for UDL 3.0.

One thing worth considering is the ability to have this feature applied to fold open keywords. It would allow to fold paragraphs in documents.
