Web API: Support multiple poll types; score voting

Presenters should be able to create a score voting poll.
Presenters should be able to define the maximum score that can be given for an option, which will be an integer greater than 0, and less than or equal to 100.
Presenters should not be able to change the minimum score that can be given by voters for an option which will be 0
