[upgrade] Update Chaotic AUR keyring

If we do not upgrade the Chaotic AUR keyring, then the full system upgrade can fail due to invalid GPG keys.

The issue was slightly misleading. There was no update for the chaotic-keyring package but there was an update for the chaotic-mirrorlist package.
- Old package: chaotic-mirrorlist-20240130-1
- New package: chaotic-mirrorlist-20240306-1
Either way, I am testing a patch to always update both packages.
