[setup] Enable the AMD P-State driver

If an AMD processor is detected, enable the AMD P-State driver for better power management.

I did extensive testing while playing games of using our auto-cpufreq (performance) mode vs AMD P-state while playing games. I found no meaningful difference. The less than 1% difference could be boiled down to a margin of error. Phoronix's testing also shows that the difference is so small that it does not matter. We will keep our current use of auto-cpufreq in performance mode. It also has the benefit on working on older AMD CPUs and all Intel CPUs compared to AMD P-state.
