[BUG] Internal bug : release process for Pyluos

This github actions seems broken : https://github.com/Luos-io/Pyluos/blob/master/.github/workflows/pythonpublish.yml
When a Release is created, "pythonpublish.yml" should add Pyluos to python registry.
But this Github Actions is not triggered anymore.
Patch: A manual trig has been added to temporally patch this bad behaviour.
