Precompute LODE scattering factor for fix cells

Include an option to precompute LODE geometric scattering factor <nlm|k> (radial projections and spherical harmonics evaluated at k) when the cell is kept fixed in the dataset.

We explored this a while ago, but this calculation is negligible compared to other steps in LODE, so such and optimization is not worth the added complexity.
