Lightly theme is not persistent

On newly opened windows, the Lightly themes will appear broken.
See attached image:
The first window on the left was open before applying the theme, the second window on the right was opened after applying the theme.
Windows that are already open will show the theme correctly, however anything opened afterwards will not.

Retracting this issue, the problems was a compatibility issue with kvantum, which I have since uninstalled completely to great success.
