Failing to publish packages in some workspaces

Couldn't publish the package in https://github.com/RustCrypto/traits.git repo status=exit status: 101
This works perfectly when doing it by hand, so I'm guessing it has something to do with this being in a workspace. Unfortunately the provided error information isn't very detailed currently.
